Paul (Warnock), this looks like the 1/43 scale Commer by the Dutch firm LIONCAR (picture #80).This is a conversion by Paul, so check it out under manufacturers on the transport model site.
I wished I could get hold of one, but haven't seen this model around anywhere yet.

Hope I'm not poking my nose in but the Lioncar Commer can be picked up from a toyfair for between £5-£10 second hand. Beware as Lioncar have just re-released this model as a piece of retro-nostalgia but it sells for upwards of £45.
